How to Obtain a Class 5 Learners Permit

In order to obtain a Full Driver’s License for Class 5, you will need to first obtain a Learners Permit for Class ​5. Below are the relevant processes that you need to follow in order to successfully apply for a Learners Permit for Class ​5. 

Approval to Proceed with Learners Permit Class 5

1. Lodge Police Clearance: Submit a request for police clearance as the initial step.

2. Processing Time: Note that police clearances are sent to the Land Transport Authority (LTA) within 4 to 6 weeks from the date of payment.

3. Pay Application Fee: Pay the application fee to the Customer Service Officer (CSO).

4. Application Assessment: The CSO will then lodge the application for assessment with the relevant authority (TL RNL).

5. Receive Approval Letter: Once all requirements are met, the applicant will receive an approval letter.

6. Apply for Learner’s Permit: With the approval letter, the applicant can proceed to apply for the Learners Permit.

Pre–requisites (Prior Condition before Application)

  1. You must be 18 years of age and above
  2. Class 4 or Class 6 Full Licence for at least 1 year (As per assessment)
  3. Valid Police Clearance
  4. No pending overdue fines

1. Obtain the Application Form:

2. Submit the Application Form:
Submit the completed form along with the checklist to the Customer Service Officer.

3. Application Assessment:
The application will be assessed over the counter. Ensure you meet the prior conditions and pay the application fee to proceed.

4. Further Assessment: 
The application will be forwarded for additional assessment and decision-making.

5. Receive Approval Letter:
An approval letter will be issued once all criteria are met.

6. Fill in Learners Permit Application Form:

7. Submit Learners Permit Application: 
Submit the completed Learners Permit application form along with the valid approval letter over the counter. Refer to the checklist for required documents.

8. Update Application and Pay Fee: 
Once the application is updated in the system, pay the application fee.

9. Take Learners Permit Test:
You will be referred for the Learners Permit test.

10. Issuance of Learners Permit Card:
Upon passing the Learners Permit test, proceed to the counter to pay for and receive your Learners Permit card.
