To get a RRL Permit, you will need to fulfill some conditions. Below is the process of how you can successfully get a RRL Permit.
Pre – requisites (Prior Condition before Applying)
- You should be a Fiji Citizen or hold dual citizenship
- Your Age should be greater than 21 years
- All Convicted TIN’s must be cleared.
- You should not be holder of 2 or more permits for individual or 10 permits for companies
Checklists (What to carry with you when at the Counter)
- Company registration certificate of a limited liability company.
- Particulars of Director(s) and digital photos of all Director(s).
- Tax Identification Number (TIN) Letter of the company from Fiji Revenue & Customs Service (FRCS).
- Current Tax Compliance Certificate from FRCS.
- Current Fiji National Provident Fund (FNPF) compliance certificate. (For existing companies)New applicant can produce FNPF compliance within 90 days if application is approved.
- Certified copy of the Business License from the respective Municipal / Town Council or Rural Local Authority;
- Proposed time table with road routes to follow with number of stops at bus stops/settlements/villages
- number of fleets required for the propose trips, number of fleets on standby
- Google/GIS map of the route to follow.
- Latest company profile for record purpose (for new company)
- List of Directors, Secretary and Office holders for existing company for record purposes
- Written undertaking and confirmation from Financiers that they will be financing and enable the company to register & operate the fleets to cater for the routes as per the timetable within 90 days if RRL is granted.
- Proposed office of operation with propose garage facilitates OR outsourced garage facilities. (For outsourced garage facilities- RRL Operator to provide a proper Outsourced Garage Facilities Agreement, that is duly executed with proper stamp duty paid and registered with the Registrar of Deeds. Outsourced Garage Facilities Agreement must contain the detailed sharing agreement of garage facilities to meet the necessary QAMS Levels and ensure that LTA’s RRL requirements are met).
- Consent letter from Municipal / Town Council or Rural Local Authority for availability of bus bay.
- Consent letter from Fiji Roads Authority (FRA) to confirm the status and condition of the road for the proposed road routes, unsealed and rural areas.
- Total number of buses owned by the company (If an existing operator).
- To lodge for an application for Renewal and Amendment QAMS phase 1 should be met – 100% (For new License, QAMS phase 1 should be met within 90 days).

Process
- When checklist is fulfilled and submitted, the LTA will carry out the following process:
*Review documents with the checklist;
*Authenticate the documents with relevant stakeholders;
*Verify other information necessary to determine the application;
*For amendment to existing permit, submitted documents will be verified with current LTA record; and
*When documentations are verified and assessed, PSV will carry out EOI assessment process to determine if application is genuine or frivolous, vexatious scandalous
*If need is established – LTA will only release the established time and route to follow for applicant to formalize through application process or
*If need is not established - Issue refusal letter
- Upon successful verification, the applicant is given a newspaper advertisement to be advertise in the daily newspaper and bring back the cutting of the advertisement to the LTA.
- LTA will then wait for 14 days to see if any person supports or objects the application. The Authority will only consider objection received from the same permit type.
- After this, your application will travel through the approval process
- If your application is rejected, you will be advised. LTA will give you a rejection letter
- If your application is approved, you will need to register a vehicle within 3 months from the date of your Provisional Approval Letter.
