Changing the Timetable under a permit is a major amendment. Before changing your Timetable, you should apply to the authority for approval. Below is the process for the application:
Pre – requisites (Prior Condition before Applying)
This is most common in RRL:
- Change in time
- Extension of Route
- Amendment of Route
- Deletion and Substitution of timetable.
- Vehicle registration should be valid
- PSV permit should be valid
- RRL Guideline to be followed
Checklists (What to carry with you when at the Counter)
- Company registration certificate of a limited liability company.
- Particulars of Director(s) and passport photos of all Director(s).
- Tax Identification Number (TIN) Letter of the company from Fiji Revenue & Customs Service (FRCS).
- Current Tax Compliance Certificate from FRCS.
- Current Fiji National Provident Fund (FNPF) compliance certificate.
- Certified copy of the Business License from the respective Municipal / Town Council or Rural Local Authority;
- Proposed time table with road routes to follow
- Total number of fleets commitment for the propose route.
- Total fleets of the company and written undertakings on whether the proposal will affect current operation or not with justification on commitment & standby
- Google/GIS Extract of map of the route to follow.
- Latest company profile for record purpose.
- Written undertaking or Financiers confirmation that they will be able to provide the fleet and operate and operate bus service within 90 days if RRL is granted.
- Photo of office of operation with garage facilitates OR outsourced garage facilities. (For outsourced garage facilities- RRL Operator to provide a proper Outsourced Garage Facilities Agreement, that is duly executed with proper stamp duty paid and registered with the Registrar of Deeds. Outsourced Garage Facilities Agreement must contain the detailed sharing agreement of garage facilities to meet the necessary QAMS Levels and ensure that LTA’s RRL requirements are met).
- Consent letter from Municipal / Town Council or Rural Local Authority for availability of bus bay.
- Consent letter from Fiji Roads Authority (FRA) to confirm the status and condition of the road for the proposed road routes, unsealed and rural areas.
- Total number of buses required for the proposed road routes.
- Total number of buses owned by the company (If an existing operator).
- To lodge for an application for Renewal and Amendment QAMS phase 1 should be met – 100% (For new License, QAMS phase 1 should be met within 90 days).

Process
- When checklist is fulfilled and submitted, the LTA will carry out the following process:
*Review documents with the checklist;
*Authenticate the documents with relevant stakeholders;
*Verify other information necessary to determine the application;
*For amendment to existing permit, submitted documents will be verified with current LTA record; and
*Team will carry out EOI process to ascertain if application is genuine or frivolous, vexatious or scandalous pursuant to Regulation 4
*If need is established - customers will be contacted to formally apply with compliance to full checklist requirements.
*If not successful, the applicant is informed about the flaws in the application
- The successful applicant then formally applies for the PSV Permit and the application is sent to the PSV TL for second verification.
- Upon successful verification, the applicant is given a newspaper advertisement to be advertise in the daily newspaper and bring back the cutting of the advertisement to the LTA.
- LTA will then wait for 14 days to see if any person supports or objects the application. The Authority will only consider objection received from the same permit type.
- After this, your application will travel through the approval process
- If your application is rejected, you will be advised. LTA will give you a rejection letter
- If your application is approved, you will need to full certain conditions within 3 months from the date of your Provisional Approval Letter.
