Normal Transfer Process
You can easily transfer your vehicle to another Person. Below are the procedures you will need to follow in order to transfer your vehicle:
Pre – requisites (Prior Condition before Application)
- The Transferee ID should be created in the LTA’s database -Refer to creation of Client ID.
- Both Parties to clear all fines.
- Vehicle that is being transferred should not have any current defect.
- Financial Interest should be cleared. (If any)
Checklists (What to bring)
- Completed Application.
- Take out the registration sticker from the car and surrender to the CSO.
- Statutory declaration if the sticker is lost.
- The valid Motor Vehicle Accident Levy (MVAL)
- Bill of Sale to be cleared.

General Requirements
- Transfer form must be filled by the current owner(seller) and the new owner(buyer).
- The current owner(seller) must complete the transfer form in (a) and attach the registration label and the Motor Vehicle Accident Levy for the said vehicle.
- If the vehicle is under Bill of Sale (BOS), the current owner(seller) must also produce Discharge letter from the Financier or A consent letter from the Financier to confirm that the noting of BOS remains.
- The new owner(buyer) must complete the transfer form in (a) and attach the Motor Vehicle Accident Levy for the said vehicle and the vehicle financing details (if any) together with a valid ID and submit the form to the LTA within 7 days from acquiring the vehicle.
- The transfer of ownership must be completed within 7 days to the buyer (new owner) in accordance with Regulation 14(1) and Regulation 14(2) of The Land Transport (Vehicles Registration and Construction) Regulations 2000
- For individuals, the signatures of both the seller and the buyer must match the records in the LTA soft system and their signatures must be witnessed by a Commissioner of Oaths or a Justice of the Peace.
- For company vehicles, the transfer form may be stamped (this is desirable but not mandatory) and Authorised signatories to sign the transfer form with a confirmation letter using the company letter head attached to the transfer form confirming the vehicle to be transferred to the buyer.
- Note the authorised signatories must match the signature that was initially submitted to the LTA. Should there be any change in the authorised signatories, this must be advised to the LTA within 7 days from the date the company changed their signatory.
Note:
- Incomplete documents will not be accepted by the LTA.
- All fines must be cleared for both parties – this applies to the said vehicle and the Client ID.
- Note – Until the transfer is processed by the LTA the vehicle remains in the seller’s name, and he/she may be liable for any traffic offences.
- Both parties are encouraged to be present at the counter to facilitate the transfer process, ensuring that all original documents are submitted as managed by the LTA. However, in situations where either party is unable to attend in person due to logistical constraints, they may authorize a third party to act on their behalf. This authorization must be supported by a statutory declaration. For ease and clarity, it is preferred that the third party be either a next of kin (immediate family member) or a solicitor.
Transfer - 1 Party in Fiji and 1 Party Overseas
* Transfer form must be filled by the current owner(seller) and the new owner(buyer).
* The third-party role is to represent the new owner and to be physically present with the form and the relevant documents at the counter required by the LTA. The forms can only be signed by the new owner (not the third party).
* Note if the current owner(seller) is residing overseas and whereby the new owner(buyer) cannot produce the original document to the Authority, the following conditions apply:
- Forms signed overseas to be witnessed by Notary Public.
- The current owner(seller) must authorize a third party to represent him/her and to be physically present with the form and the relevant documents at the counter required by the LTA.
- The forms can only be signed by current owner(seller) (not the third party).
- Signature for both the current owner(seller) and new owner(buyer) must match with the LTA soft record.
- Given the logistic issues with the delay in submission of the original documents to the LTA, since the seller is residing overseas, the LTA will facilitate the transfer within 7 days’ using the certified copy of the original documents (certified by the Notary Public and the Commissioner of Oaths) subject to the submission of the original documents to the LTA within 14 days it arrived into the country (Fiji).
*Both signatures to be witnessed by a Commissioner of Oaths or a Justice of Peace or a Notary Public for forms signed overseas.
