SUVA, Fiji: The Land Transport Authority (LTA) is reminding all car owners and enthusiasts to comply with the legal requirements governing vehicle modifications as this would ensure that all vehicle modifications are conducted legally, safely, and in line with local regulations.
LTA Chief Executive Officer Irimaia Rokosawa said this was also vital for ensuring road safety and vehicle compliance across Fiji.
While modifications can enhance a vehicle’s performance and appearance, Mr Rokosawa said these must be carried out in a way that aligned with the LTA’s regulations.
“The Authority is encouraging vehicle owners to undertake legal pathways when seeking to modify or enhance their vehicles. All modifications require prior written approval from the LTA to ensure that they are safe and meet legal standards,” the CEO said.
“While vehicle modifications are a popular choice for many vehicle owners, it is crucial that such changes meet regulatory requirements. We are aware of the growing interest in vehicle customisation, but we must ensure that these changes are safe for both the vehicle occupants and the general public. This is why there are legal requirements and clear processes for vehicle owners to seek approval before making any modifications or enhancement.”
Mr Rokosawa encouraged car owners to adhere to this process to avoid penalties, fines, or worse, endangering the lives of others.
“Non-compliance with modification regulations can lead to serious consequences. We urge all vehicle owners to take the necessary steps and seek approval before making any modifications. Our goal is to keep Fiji’s roads safe, and that begins with ensuring all vehicles meet the required safety standards,” the CEO said.
To ensure compliance with LTA regulations, vehicle owners should follow the steps below to obtain approval for vehicle modification/enhancements:
1. Identify Required Modifications: Determine which changes require approval, such as bull bars, roof racks, and fog lamps.
2. Prepare Application Documentation:
• A letter outlining the purpose of the modification;
• Equipment specifications and plans;
• Manufacturer specifications or details of factory-fitted parts, and;
• Photos of the equipment and its installation.
3. Submit Application: Complete the correct application form and submit it to the LTA for approval.
4. Await Approval: Do not proceed with modifications until written approval is received from the LTA.
5. Regular Inspections: After modifications, ensure the vehicle complies with safety standards.
Mr Rokosawa said vehicle owners who modify their vehicles without adhering to LTA’s requirements under Section 38 of the Land Transport (Vehicles Registration and Construction) Regulations 2000, could face significant fines.
“Individual offenders face a fixed penalty of $75, with a maximum penalty of $1000 or up to six months imprisonment. Companies can incur a fixed penalty of $300, also with a maximum penalty of $2000 or up to 12 months imprisonment,” he said.
“These penalties are enforced to ensure public safety and compliance with road regulations. Additionally, vehicles with illegal modifications may fail mandatory safety inspections, which are required for continued road use. If a vehicle does not pass these inspections, owners will incur extra costs to either reverse the illegal modifications or make necessary adjustments to meet LTA standards, further increasing their financial burden.”
He said vehicle safety was also a shared responsibility and adhering to legal processes and maintaining compliance with LTA regulations could prevent accidents.
